What is Illegal Per Se
The term llegal per se means the act inherently illegal Thus, an act is illegal without extrinsic proof of any surrounding circumstances such as lack of scienter (knowledge) or other defenses. Acts are made illegal per se by statute, constitution or case law.

Examples of this are the following:
Vermont State teacher's Retirement System;Social Security Both of these Institutions totally ignore the ADA, The Americans with Disabilities Act, violating people's rights as disabled Americans.
Another example is the city of Burlington, Vermont. Burlington is so lacking in handicapped parking it crosses the line and becomes an illegal situation. A horrible place for disabled folks.
Another unfortunate example similar to the one above is The Medical Center of Vermont. The parking garage has a woefully inadequate amount of Handicapped parking spaces also. This is especially ironic for a hospital which is meant to treat people with health problems,
